Konstantin Vorontsov serves as a senior official in Russia’s Ministry of Foreign Affairs, holding a deputy director position within the department responsible for non-proliferation and arms control. He has represented Russia at multilateral forums on outer space security, including sessions of the United Nations Committee on the Peaceful Uses of Outer Space.

Vorontsov drew international attention in 2022 when he publicly warned that commercial satellite infrastructure used to support military operations — citing Western providers active in Ukraine — could constitute legitimate targets under international law, signalling how Russia frames the civilian-military boundary in the emerging domain of space-enabled warfare.
