Profile

Khalifa Haftar is a Libyan military officer who rose through the ranks of the Libyan armed forces from 1969 and became a central figure in the country’s post-2011 fragmentation. Appointed in 2015 to lead forces aligned with the Libyan House of Representatives, he has governed eastern Libya as its de facto military ruler since 2017. His Tobruk-based LNA controls a substantial portion of Libyan territory and has been a principal party in the ongoing civil conflict.

Why they matter

As the dominant military power in eastern Libya, Haftar commands forces that have operated in a theater where Turkish-supplied Bayraktar TB2 drones altered the battlefield balance, making Libya one of the early proving grounds for armed drone warfare in intrastate conflict. His potential reunification of Libya would consolidate command over one of the regions where modern drone doctrine was tested at scale.
