Profile
Bill Browder is an American-born British financier who co-founded Hermitage Capital Management, once the largest foreign portfolio investment fund operating in Russia with assets reaching $4.5 billion. His investment strategy centered on shareholder activism targeting major Russian state-linked corporations including Gazprom and Surgutneftegaz. In 2005 he was expelled from Russia and declared a national security threat, marking a turn toward political activism focused on Russian accountability.
Why they matter
Browder advocates for comprehensive sanctions on Russian crude oil exports, arguing that cutting off that revenue stream is a lever capable of constraining the Kremlin’s ability to sustain its war effort — including the drone and autonomous-weapons programs that have defined the conflict in Ukraine.
