The MENATIR system is a fully autonomous aerial monitoring network developed by Culver Aviation, a Ukrainian manufacturer that also produces the SKIF fixed-wing UAV. Introduced in 2022, the system is designed to provide continuous, 24/7 surveillance with minimal human intervention, addressing the need for persistent intelligence, surveillance, and reconnaissance (ISR) capabilities in both civilian and military contexts. The system operates as a network of automated docking stations rather than a single aircraft, allowing for sustained coverage over large areas without the logistical constraints of traditional pilot-led sorties.

At the core of the MENATIR architecture is a modular infrastructure housed within standard 20-foot shipping containers. Each container serves as a base station capable of storing, charging, and launching multiple unmanned aerial vehicles (UAVs). The system utilizes a mechanical manipulator to lift the UAVs from their internal storage platforms to a roof-level launchpad, where they take off vertically. Upon completing a mission, the UAVs return to the container, land on the launchpad, and are retrieved by the manipulator for recharging. This automation allows for rapid turnaround times; the manufacturer states that a UAV can take off and begin a mission within three minutes. The network is scalable, with overlapping sectors formed by multiple containers to ensure redundancy and continuous operation. If one UAV requires charging, another can assume the mission, ensuring that monitoring is not interrupted.

The UAVs themselves are VTOL multirotors capable of carrying a payload of up to 1 kg. They are equipped with various sensor types, including video surveillance cameras for real-time monitoring, thermal imaging sensors, and multispectral cameras for applications such as agriculture and environmental inspection. The system supports orthophotography and 3D mapping, providing high-resolution data for industrial parks, infrastructure, and territorial communities. Communication between the UAVs and the ground station is maintained via an AES-128 encrypted MESH video link, with a reported operational range of up to 45 km. The onboard software includes an intelligent decision-making support system that facilitates automated object detection and coordinate tracking, enabling the drones to perform inspections without constant manual control.

Culver Aviation, which rebranded from Culver Aerospace in late 2023, markets the MENATIR system to a wide range of sectors, including agriculture, mining, forestry, and civil protection. The company claims that 85% of its drone components are self-manufactured, leveraging over nine years of development experience. While the system is primarily positioned for civilian applications such as precision agriculture, land management, and disaster assessment, its ISR capabilities and autonomous nature align with the broader trend of integrating unmanned systems into defense and security operations. The company has highlighted the system’s utility in assessing destruction and optimizing municipal expenses, reflecting the practical needs of the Ukrainian context in which it was developed. As of the latest available information, the MENATIR system has not been formally confirmed in combat deployments, though its design for persistent, automated surveillance makes it a relevant asset for modern conflict environments.
