Arcadia

Arcadia is the French Army’s battlefield command and decision-support system, formally rolled out in 2026 as Paris’s sovereign answer to American command software — chiefly the algorithmic layer that Project Maven and Palantir provide US forces. The programme is run by the Direction générale de l’armement together with the Army’s digital transformation command, with French industry — Thales and Atos’s defence arm among them — supplying the underlying stack. The Ministry of Armed Forces has framed it in strategic-autonomy terms: a wartime C2 layer whose code, model weights and data plane sit inside France.

The architecture is deliberately decentralised. Rather than a single cloud back-end, Arcadia runs across a mesh of servers deployed forward with units, so that a lost node — jammed, destroyed, or cut off — does not degrade the wider command network. On top of that data plane the system fuses sensor feeds, ISR reports and unit positions into a shared operational picture, and layers a large language model, named “Berthier” after Napoleon’s chief of staff, over the resulting data lake. According to the ministry’s public briefings, Berthier is used for retrieval across the network’s stored material and to draft courses of action that staff officers then accept, edit or discard. The programme is described as NATO Federated Mission Networking compliant, which is the interoperability contract allied units are meant to plug into during coalition operations.

The French Army is the sole announced operator. Officials have been unusually explicit about the political motivation: reliance on US-controlled command software in a European war is a vulnerability Paris has decided not to accept, and Arcadia is the concrete answer to that decision. The system is expected to be issued down to brigade and battalion staffs, with the mesh design meant to survive contested electromagnetic environments of the kind Ukrainian and Russian forces have made routine since 2022.

Arcadia sits alongside a small cluster of European national efforts to build sovereign command AI rather than rent it, and against the American commercial offer that Palantir has expanded through Maven and TITAN. Whether Berthier and the decentralised mesh scale from pilot deployments to division-level operational use — and whether the model performs well enough to be trusted by staff officers under time pressure — is the open question the next few years of French exercises will answer.
