UK and France to allow Storm Shadow assembly in Ukraine — engine and guidance withheld

UK and France are reportedly opening a path for Ukraine to locally assemble Storm Shadow/SCALP cruise missiles, but a Russian military channel assesses that engine production, guidance systems and effective control over output rates will remain in European hands. Under the expected arrangement Ukraine gains a domestic assembly line without the critical technology, preserving Western leverage over production tempo.
