Overview

Tactical Missiles Corporation (Корпорация «Тактическое ракетное вооружение», KTRV) is the Russian state holding that groups most of the country’s makers of air-launched missiles, anti-ship missiles and guided bombs. It was set up by presidential decree on 24 January 2002 on the base of the Zvezda-Strela plant and is headquartered in Korolyov, outside Moscow. Boris Obnosov has run it since 2003, and the federal property agency owns all of its shares, according to Wikipedia.

Its subsidiaries include MKB Raduga, maker of the Kh-101 cruise missile, and NPO Mashinostroyeniya, which builds the Oniks and Zircon. KTRV was sanctioned by the United States, the European Union, Canada and New Zealand in 2022.

The glide-bomb programme

For readers following the air war over Ukraine, KTRV matters most as the organisation behind the UMPK glide-and-correction kit, which turns Soviet-era FAB free-fall bombs into stand-off weapons. In February 2026 Ukraine’s military intelligence (HUR) published a breakdown of the extended-range UMPK-PD on its War & Sanctions portal, naming the corporation as main designer and manufacturer and listing the suppliers of its control unit, Kometa-M12 anti-jam satellite navigation, servos, batteries and wing mechanism. Militarnyi reported that HUR described KTRV as “the main developer and contractor for the state order for these modules”, coordinating 31 enterprises, six of them not sanctioned by any coalition country at the time.

Earlier accounts credit the original kit concept to the bomb maker NPO Bazalt, which proposed wing kits for the FAB-500 at Farnborough in 2002. The two are not exclusive: Bazalt still supplies the bombs, while HUR places design authority for the current kits with KTRV.
